1.) Is the practice of Fosterage common in Tri-kazel, perhaps among nobles?

It is useful for the Game Leader and PC in order to learn some abiltities they couldn't learn in their own family... so I would say : make it possible, not necessary very common (because of the dàmàthair who already play an important role in education)

2.) How can I portray the Tarish without making them seem like gypsies?

Do not forget we are in a hard and violent universe wherein a lot of people (including parents) suffer a hard and early death. So you may have a number of orphans. The damathair is in charge of setting some stability in the childhood, but I presume adoption is highly approved in a lot of circumstances.
