There is no difference between a PC and a NPC so create a fighter and you have a guard =)

There is a short bestiary in the book 2, travels (bear, caernide, boernac, crow, snake, calyre) and some exemple of feondas. This is short but give enough information to made is own by comparing.

I have create two tri-kazelian animal for my campaign but still in french.

Actually, you can also check this nice little project by Dragoslav. Unfortunately, it didn't go as far as his author would have wished, but the idea is sound. Maybe you could take over if you're interested?

For NPCs I typically look at the my PC's characters sheets and fudge what I think will be a challenge from that.

Really, if my players ever looked behind my screen they'd see me saying something hit when I felt it should hit, and something miss when I felt it should miss. Me rolling dice is just an auditory experience I create for my players to make them feel like there's an even playing field.

Because there's isn't.

I get the desire for full blown stats for NPCs and monsters, but that's an artifice of D&D and if I wanted to do that I'd play D&D.

The only stats you should be consulting for any encounter are the PC stats.

That is good advice from Selderane in the above post, +1 (also, glad i am no the only one who 'fudges' things in a game :) )
